We understand that life can sometimes bring unexpected financial challenges. If you’re having trouble paying your water bill or rates, we’re here to help.

Hardship assistance

If you are unable to pay your rates or water bill in full by the due date, interest (calculated daily) may be charged on the amount owing. We can help by setting up a payment plan tailored to your circumstances.

To request a payment plan, complete the Payment Arrangement Request Form or contact our Customer Service Team on 02 6581 8111.

Our Hardship Policy outlines the support available for residents experiencing financial difficulty. If you are suffering financial hardship and wish to receive consideration with regards to the payment of their Rates and Water Accounts, please complete the Financial Hardship Application Form(PDF, 732KB).

Pensioner concessions (Rebates)

If you’re a pensioner and you meet the following criteria, you may be eligible to receive concessions on your rates:

  • the rated property is your sole or principal place of residence
  • you are responsible for paying the rates on the property (as per the Local Government Act, Section 560)
  • you have a Pension Concession Card issued by either Centrelink or Department of Veterans Affairs
  • you have a Department of Veterans Affairs Gold TPI or EDA Card.

How to apply

  1. Complete the forms Application for Pensioner Concession.
    If you are a war widow or widower, also complete the War Widow/Widower concession form.
  2. Submit your application:
    In person: Visit one of our Customer Service Centres. A staff member will sight your concession card.
    By email: Send your completed forms to council@pmhc.nsw.gov.au.
    Please include a verified copy of your concession card (certified by a JP, solicitor, or other authorised person).
