This page provides a brief overview of development on Flood Prone Land and the supporting tools to obtain flood information. Below is an online mapping tool to check whether a property is considered flood prone and forms to request a flood certificate or make an enquiry. 

Development on Flood Prone Land

Development and construction in flood prone areas is restricted and controlled to minimise the impact of flooding on your property and neighbouring properties.

Different controls apply depending on what kind of development is proposed, where it is situated and the nature of flood behaviour.

The Flood Policy outlines matters to be taken into consideration by Council when exercising its environmental assessment and planning functions in relation to Development in the Port Macquarie-Hastings Local Government Area.

The current Port Macquarie Hastings Flood Policy (2018) was adopted by Council on the 12th December 2018.

Minimum Floor Levels

  • The minimum habitable floor level for most development needs to be at the 1% AEP flood level, plus climate change allowance, plus 500mm freeboard. This is known as FPL3 or the Flood Planning Level.
  • Minor development and non-habitable rooms (e.g. garages) are only required to meet the 5% AEP flood level.

What is a flood certificate?

A flood certificate is a document that contains relevant Flood Planning Levels and mapping in relation to a property. It outlines if your property is affected by riverine/catchment flooding, the relevant Flood Planning Levels applicable to development, and maps of various flood extents.

What is the purpose of a flood certificate?

The purpose of a flood certificate is to provide information about the flood risk of a property. It helps property owners, developers, and planners make informed decisions about development and construction work in flood-prone areas.

What is a flood enquiry?

A flood enquiry is a question or investigation relating to riverine/catchment flooding. It does not include the contents of a flood certificate (Flood Planning Levels or mapping). An enquiry may look like a flood policy application/query, requesting access to additional data, or interpretation of flood study mapping/information.

How do I apply for a flood certificate?

You can apply for a flood certificate by filling out the online form below. Before applying, check whether flood information is available using the interactive online flood map, as certificates cannot be issued to properties that have no Flood Study data available.

Additionally, unless specified otherwise, the highest level on the lot will be provided if an exact location is not provided.

How can I check whether a property is flood prone?

You can check whether a property is flood prone by using the online flood map below. The map allows users to search for a specific address and view the mapped Flood Planning Area and Probable Maximum Flood extent. If your property is within these areas, it is considered flood prone.

What is a Flood Planning Area and Probable Maximum Flood extent?

The Flood Planning Area (FPA) is an area that consists of the 1% AEP (1-in-100 year extent) + climate change allowance + 500mm freeboard. This is the extent and level that habitable development, mapped within the various flood extents, are generally required to build to or above.

A Probable Maximum Flood (PMF) is the largest flood that could conceivably occur at a particular location, usually estimated from probable maximum precipitation (the theoretical maximum rainfall for a given duration), coupled with the worst flood-producing catchment conditions.
