Community Inclusion and Disability Inclusion Action Plan 2025-29
We are committed to building a community where everyone feels seen, heard, valued and able to participate in local life.
The Community Inclusion and Disability Inclusion Action Plan (CIP/DIAP) embeds Council’s Disability Inclusion Action Plan and outlines how we will remove barriers, strengthen equity, and create opportunities for people who often face exclusion or limited access. This includes people with disability, neurodivergent people, people living with dementia, Aboriginal and Torres Strait Islander people, culturally and linguistically diverse communities, LGBTQIA+ people, carers, people experiencing social or financial disadvantage, people of all ages, and those affected by domestic, family and sexual violence.
This plan sets out concrete actions that build on community strengths and support safe, meaningful and dignified participation for everyone.

Five Focus Areas
These areas guide how we create a more inclusive, accessible and connected region:
- Welcoming and Affirming – People feel safe, respected and able to be themselves.
- Accessible and Liveable – Places, services and events are easy for everyone to use.
- Resilient and Prepared – Communities are supported before, during and after disruption.
- Engaged and Represented – Diverse voices are included in decisions and leadership.
- Evaluating and Evolving – We keep listening, learning and improving.
The Action Plan (pp. 36 - 44 of the Plan) outlines the actions that will undertake to deliver the objectives of the Plan. It will be reviewed and updated annually, with community consultation, to ensure the plan remains responsive and continues to reflect local needs.
Easy Read Version
An Easy Read version of the Plan is available. Easy Read uses simple words and images to make information clear and accessible for people who find standard documents hard to read, including people with disability, people with low literacy, or those who use English as an additional language.
