Infrastructure Strategy

Adopted: April 2023

Infrastructure shapes and influences every aspect of our community – from where we live to how we work, our social interactions and recreation activities, our economic structures and our environmental footprint. Well‑planned infrastructure enables us to manage change, and ensures the essentials of life are delivered safely and reliably. Port Macquarie-Hastings Council (PMHC) is one of many players who are responsible for the infrastructure that supports us including all levels of government as well as the private sector.

The Infrastructure Strategy for Port Macquarie-Hastings takes an area-wide view and aims to:

  • Identify significant issues and challenges for infrastructure assets over the next 20 years and provide principles and priorities to guide investment and resourcing to address these issues and challenges.
  • Demonstrate how Council plans to manage its infrastructure assets prudently and sustainably through future periods of growth and other pressures, which can be supported by our Resourcing Strategy including our Long-Term Financial Plan.
  • Provide the principles for the development of long term financial plans and budgets for infrastructure.

This Strategy includes the built and natural assets owned and/or operated or maintained by Council that provide a structural foundation for the community and our economy. Our infrastructure can be broadly categorised as follows:

  • Transport & Movement Infrastructure - includes our roads, footpaths, bridges, cycle ways and airport that support the movement of people and freight across our LGA and further afield.
  • Three Waters Infrastructure - includes structures, pipes, pumps, treatment plants, reservoirs, drains etc. delivered by Council, which are required to deliver core water, wastewater and stormwater services.
  • Waste Infrastructure - includes landfill sites and recycling facilities
  • Social Infrastructure - provides for social and active recreational amenity such as libraries, community centres, sports facilities, cultural facilities, etc.
  • Green Infrastructure - the network of public green and open spaces including parks and reserves and our trees in streets and reserves.
