Proposed Sancrox Quarry Expansion Project

This State Significant Development project was public exhibited between October and December 2019 and attracted a number of submissions. While the exhibition period is now closed, the Department of Planning, Industry and Environment has advised it acknowledges the community's interest in the proposal.

A community information session was held on 10 February 2020 and approximately 100 people attended including a number of elected representatives from Council. Department of Planning staff also visited the site, met with a local action group, neighbouring landowners and Council planning staff.

The Department of Planning has requested the Applicant provide a Submissions Report responding to the issues raised in submissions including those expressed by Council. Following receipt of the Submissions Report, the Department will undertake further consultation with government agencies and complete its assessment of the merits of the proposal. The Department will then refer the project to the Independent Planning Commission (Commission) for determination. The Commission is the consent authority for this application due to the number of community objections on the proposal.

The Commission's standard practice is to consult further with the community prior to determination, and the Department of Planning has advised Council that it expects that the Commission will hold a public meeting in the future. This will provide a further opportunity for concerned residents and Council to raise their concerns directly with the final decision−maker.

The proposal involves:

• extending the life of the quarry for 30 years by expanding the area of extraction;
• increasing the maximum annual rate of extraction from 455,000tpa to 750,000tpa;
• the closure and purchase of a section of Crown owned land to facilitate the development of the quarry site;
• upgrading and relocating existing infrastructure (including processing plant, offices, weighbridge and workshop); and
• construction of a concrete batching plant, asphalt plant and pug mil on site.
