The proposed widening and upgrade of Lighthouse Road is a high-priority initiative aimed at improving road safety and access for the Lighthouse residential area. The project addresses a critical need to accommodate pedestrians and cyclists safely.

Community members have consistently expressed the need for formal pedestrian access along this route due to safety concerns. The existing road alignment, width, and surface conditions are inadequate to support the current traffic volume and pedestrian usage.

Previously, construction design drawings for the project were completed in 2015 however, these plans are now considered outdated. Recent changes, such as the revocation of certain areas of adjacent National Parks land, have created an opportunity to revise and enhance the design. This project will prepare a new concept and detailed design, submit an Environmental Impact Statement (EIS), and secure planning approvals to facilitate construction planning and future construction.

Project summary

The Lighthouse Road Upgrade Design project involves the execution of all preconstruction activities, including surveying, detailed design, and securing environmental approvals. The scope covers future upgrade works along Lighthouse Road from Pacific Drive to Matthew Flinders Drive in Port Macquarie. The project aims to enhance road geometry, ride quality, and safety for both cyclists and pedestrians.

Project scope of works

The design phase of the Lighthouse Road Upgrade will include the following key elements:

  • Improved road geometry and ride quality: Enhancing the alignment and smoothness of the road to improve driving conditions.
  • Provision of an on-road cycleway: Creating safe and dedicated spaces for cyclists.
  • Pedestrian facilities: Installation of shared pathways, boardwalks, and pedestrian refuges to support safe pedestrian movement.
  • Formalised parking: Establishment of formal parking areas on the northern side of Lighthouse Road, where feasible.
  • Roundabout construction: Installation of a roundabout at the intersection of Pacific Drive and Lighthouse Road to enhance traffic flow and safety.
  • Stormwater drainage: Improving stormwater management to reduce flooding risks.
  • Pavement design: Ensuring a durable and high-quality road surface.
  • Utility relocations: Moving utilities to align with the updated road design.

Project objectives

The objectives of the Lighthouse Road Upgrade project are as follows:

  • Road safety improvements: Enhance road width, ride quality, and geometrical alignment to improve safety for all users.
  • Improved pedestrian and public transport safety: Develop shared pathways, on-road cycleways, and pedestrian links to support safe, multi-modal transport options.
  • Delivery within budget and timeframe: Complete the project’s scope of work within the allocated budget and project timeline.

  • Further Design, Approvals and Construction - subject to available funding
